United Nations Council Endorses Donald Trump's Gaza Strip Proposal

A global body has approved a plan presented by President Trump for establishing a durable ceasefire in Gaza, encompassing the deployment of an international stabilisation force and a potential path to a sovereign Palestinian state.

Widespread Backing with Key Absent Votes

The proposal was adopted by a count of 13-0, with Russia and China abstaining. The US envoy the US ambassador addressed the UN assembly that it charted “a fresh direction in the area for both sides and all the people of the area alike”.

Compromise Language on Independence

Addition of mentions to an sovereign Palestinian state was the price the America offered for support from the Arab states, who are likely to contribute stabilisation troops for the global force.

“Provisional steps that we embark on today must be carried out in adhering to international law and honoring Palestinian rights,” Britain's representative stated.

Government Resistance Persists

Nevertheless, on the brink of the council decision, Israeli prime minister the Israeli leader reaffirmed his government’s firm resistance to the establishment of a Palestinian state, creating uncertainty on whether Tel Aviv will accept the enactment of the internationally endorsed measures.

Central Components of the Resolution

Unclear Wording and Stipulations

The reference to sovereignty was a compromise addition to an original American proposal which omitted it. But the wording is unclear and contingent, stating only that once the PA has implemented reforms and the restoration of Gaza is advancing, “the conditions may ultimately be in place for a realistic route to Palestinian self-determination and sovereignty.”

International Response

The wording did not meet of the definite pledge to the creation of a Palestinian state next to Israel desired by Arab and Islamic states, as well as EU representatives, but in statements to the assembly after the vote, delegates from those countries said they were ready to support the compromise in the benefit of extending the current truce and immediate measures to feed and protect the millions of Palestinian residents in Gaza.

“Algeria has finally decided to endorse of this resolution, a measure that we back its main goal, namely the maintenance of the cessation of hostilities and the creation of circumstances allowing the Palestinians to exercise their fundamental rights to self-determination and statehood,” Algeria's representative declared.

Practical Difficulties

The proposal gives overall oversight authority to a “peace board” led by Donald Trump, but of undefined composition. This committee has to inform the UN but it is not obligated by the desires of the United Nations or by the Palestinian leadership.

Additionally, it requires the creation of a Palestinian technocratic committee that is tasked with overseeing routine management of the Gaza Strip and the provision of utilities, but it is far from clear who would be involved.

Peacekeeping Unit Mandate

The authority of the ISF empowers it to disarm and dismantle armed groups in the strip, but it is quite ambiguous that would-be troop contributors would consent to face such factions. None of the states has to date agreed to contributing forces.

Moreover the requirements for reform of the Palestinian Authority, the requirement towards progress on independence, have been hazy.

EU representatives said they considered it urgent that the names of the specialized group to deliver services was determined as quickly as possible.
